The Parish of Kirkburn
From the East the Parish starts at Elmswell beck and runs south along this until it meets the trout stream.
It then turns south west and following the riverbed turns west until it meets wellsprings drain.
Continuing west it makes a few turns until heading north.
Tne boundary then follows the hedgerows Crossing Station road & takes the old Driffield Malton railway line until once again connecting to Elmswell beck
Kirkburn parish includes, Kelleythorpe village, its industrial estate the showground & the rugby club. In addition to the village of Kirkburn, the village of Southburn & the abandoned village of Eastburn are contained within the parish.

Scale 5-6 (£24,790 - £25,183 per-annum which will paid pro-rata) without experience
Scale 7-17 (£25,584 – £30,060 per-annum which will paid pro-rata) with experience
Hours: Part-time, on average 18 hours per month, with approximately 5 or 6 evening meetings in person per year. These are currently held on Thursday evenings (usually 1st or 2nd Thursday of the month) in Kirkburn Village Hall.

SUMMARY
Kirkburn is a small village and civil parish in the East Riding of Yorkshire. It is situated about 3.5 miles south-west of Driffield. The civil parish is formed by the villages of Kirkburn, Kelleythorpe, Southburn and the hamlet of Eastburn.
On the 2024 Register of Electors there were 670 residents in Kirkburn Parish registered and eligible to vote. There are 930 residents (based on ONS data from 2021 census) with a multigenerational demographic.
The Driffield Agricultural Society’s showground falls within the parish as well as two large industrial estates.
The precept for the Parish Council for the 2024/25 financial year is £7,923.
The number of parish councillors will increase to eight at the time of the next local elections from the current seven. There is also the potential for a large number of homes to be constructed at Kelleythorpe, and for the industrial estate/s to be increased in size, therefore the Clerk to provide services and events for the growing community.
Kirkburn Parish Council are seeking to appoint a part time parish clerk whose role will be to help councillors to address current challenges and embrace the many future changes. The parish clerk is the council’s only officer and principal adviser, assisting in the formation of policies and responsible for the effective management of all its business, resources and operations.
We seek a forward thinking and proactive parish clerk to take responsibility for all aspects of the council’s operation, and hope to attract individuals with the knowledge, experience, and energy to help us achieve our goals while keeping the business and mechanisms of the council to a high standard.
Applicants will ideally have relevant knowledge of local government law and procedures having worked as a clerk or similar experience that is relevant to this position.
You should have a good standard of written English, attention to detail, experience of preparing accounts and administering meetings. You should have IT skills to enable you to update the Parish Council website. You should be a good communicator, tactful and sensitive, particularly when acting as Clerk.
Preference will be given to those who have a CiLCA (Certificate in Local Council Administration) qualification, or those who are willing to work towards it.
The hours are flexible and the work is predominantly home-based but will be required to attend all full parish council meetings in Kirkburn.

Responsibilities will include:
Managing day-to-day administrative tasks, including correspondence, meeting arrangements, and maintaining records.
Acting as the principal advisor to the Council, ensuring legal and procedural compliance.
Overseeing the financial affairs of the Council, including budget preparation, accounting, financial reporting and annual audit.
Liaising with external agencies, stakeholders, and the local community to represent the interests of the Council effectively.
Supporting the Council in the implementation of projects, initiatives, funding and policies to benefit the community.
